APPENDIX 1.

In view of no Branch of the Fational Council for

Combating Venereal Disesses having been established in

the Gelony in deference to His Excellency's wishes thet

no voluntary organisation should be formed, and his re-

fusal to appoint a joint official and voluntary bady to

ast as a Committee, it will be advisable to aɛke some special crrangement which will enable the Hɛtionel Council

to provide the Colony with such material and information

as they any require,

We understand that a small official Committee, con-

sisting of the Colonial Searstery, the Principɛl Civil

Medical Officer and the Director of Educɛtion is te be

appointed, and that volumtery organisations are to refer te that body. We would suggest for consideration that

this small Committee should apply to the National Council

for Combating Venereal Diseases for recognition as a pro- visional Branch Council, If the Council agres, permission

gan then be given to the Hong Kong Committee to use the
